The City of Odessa Community Development Department is preparing its 2018-2019 Consolidated Annual Performance and Evaluation Report (CAPER).  This report is an annual update of the City's Community Development Block Grant (CDBG) Program, and its progress of program accomplishments and expenditures for all CDBG projects undertaken during the program year.

Beginning Monday, November 11, 2019 through Monday, November 25, 2019, the City will conduct a 15-day comment period in order to enable the public an opportunity to comment on the CAPER.  The public may view a copy of the CAPER at the following locations:

 Community Development Department – Municipal Plaza, 119 W. 4th Street, Suite 104

  1. Ector County Library – 321 West 5th Street, Southwest Section 2nd Floor
  2. City Secretary – City Hall, 411 West 8th Street, 1st Floor

The Community Development Department is also responsible for the use of Community Development Block Grant (CDBG)  and HOME Investment Partnership Program funds.
