PROPOSED FIVE YEAR 2020-2024 CONSOLIDATED PLAN &

2020 ACTION PLAN

The City of Odessa is preparing a plan to consolidate its community development, housing and homeless services.  A five-year strategic plan mandated by HUD, titled the "Consolidated Plan," will allocate federal resources from the Community Development Block Grant (CDBG) and the HOME Investment Partnership (HOME) Programs.  The City of Odessa will receive $874,693 in Community Development Block Grant (CDBG) funds and $269,062 in HOME Investment Partnership (HOME) funds for program year 2020.  The City also allocated $53,015 in unprogrammed CDBG funds for the projects identified in the 2020 Action Plan.  As part of the application process required by HUD, information submitted by local agencies, organizations and citizens at public meetings have enabled the Community Development Department to establish the strategies on which the plan is based.  City Council allocated the funds at the final public hearing on June 9, 2020.

Beginning on June 29, 2020, through July 28, 2020, the City will conduct a 30-day citizen comment period before the Five-Year 2020-2024 Consolidated Plan and the 2020 Action Plan are presented to the City Council for approval.  The Consolidated Plan and Action Plan will be presented to the City Council for approval on August 11, 2020.  Following the City Council approval, the plan will be submitted to HUD on or before August 16, 2020, for review and approval.

The public may comment on the City's released draft of the proposed Five-Year Consolidated Plan and the One-Year Action Plan.  Copies of the City's released draft of the plan may be reviewed at the following locations:

Persons with disabilities who need special assistance or accommodations to review the Five-Year Consolidated Plan and the One-Year Action Plan at these locations, should call the Community Development Department at 335-4820 at least 24 hours in advance for special arrangements.  Additionally, all information related to the proposed Five-Year Consolidated Plan and the One-Year Action Plan is available for public review in the City of Odessa Community Development Office at the address listed above.  Any questions or comments regarding the Consolidated Plan or the  Action Plan may be submitted in writing no later than June 28, 2020, to the office of Community Development at:  City of Odessa, Community Development Department, P.
