The Community Development Department is also responsible for the use of Community Development Block Grant (CDBG) and HOME Investment Partnership Program funds. These funds are provided by the U.S. Department of Housing and Urban Development to assist multiple departments in providing Odessans with services that keep our City in working order and a great place to reside. Annual Reports/HUD Assessments
The U.S. Department of Housing and Urban Development (HUD) requires the City of Odessa to submit an annual Consolidated Annual Performance and Evaluation Report (CAPER). This report provides an assessment of expenditures and accomplishments of the city’s progress in carrying out its Consolidated and Annual Action Plans for the HUD funded Community Development Block Grant Program (CDBG) and the HOME Investment Partnerships Program (HOME). The report covers community development objectives undertaken during the period of October 1, 2017 through September 30, 2018. The report does not establish any new policy.
