Assistant City Manager of Community Services, Phillip Urrutia

Phillip UrrutiaPhillip is the Assistant City Manager of Administrate Services. Previous to the City Manager’s Office, Phillip served in leadership roles in Municipal Court, Purchasing & Fleet. Major Projects for the city he has worked on include downtown redevelopment and water quality improvement.

He was born and raised in Lubbock with short stints in Amarillo & Levelland. While in Lubbock, Phillip graduated from Texas Tech University with a Bachelor of Political Science and later received a Masters of Public Administration along with a designation as a Certified Public Manager.

Organizational & Volunteer memberships include: Texas City Manager’s Association, International City/County Management Association,  United Way of Odessa Board of Directors, Texas Public Purchasing Association and Fleetpros.

Phillip is married to Michelle and they have one daughter Cheyenne.
