Norma Aguilar-Grimaldo, TRMC, CMC

Norma Grimaldo PictureA native Odessan, Norma Grimaldo was appointed City Secretary in August 1998 by the Odessa City Council, and served in the City Secretary's Office prior to her appointment. Norma started with the City of Odessa in 1991 and enjoys serving the City of Odessa and the citizens.

Norma serves as a liaison between citizens and the Mayor and City Council. The City Secretary attends all Council meetings and prepares the agenda. She oversees the municipal elections, boards and commissions and the Records Management Program. Permanent documents are preserved by the City Secretary.

The City Secretary's Office strives to effectively respond to the needs of our citizens through professional assistance of public service.

Norma attended Odessa College, and earned a Bachelor of Business Administration Degree from the University of Texas of the Permian Basin. Norma received her certification as a Texas Registered Municipal Clerk through the Texas Municipal Clerks Association (TMCA) at the University of North Texas in 2001. In January 2011, she received her designation in Certified Municipal Clerk through the International Institute of Municipal Clerks. Norma served on the Texas Municipal League, representing The Texas Municipal Clerks. She served on the Texas Municipal Clerks Association (TMCA) Board as a trustee, from 2004-2008. She also served as Treasurer, Secretary, Vice President, President-Elect, and President in 2013. She was nominated for Texas Municipal Clerk of the Year. She served on the Blackshear PTA as Treasurer. She and Tomas, her husband, have two children, Marc and Evette.

General Election November 3, 2020

The General Election for members of the City Council is held on the even number of years on the 1st Tuesday in November.  The next General Election will be on Tuesday, November 3, 2020. 


Filing Dates for November 3, 2020 General Election:


  • First day to file - July 18, 2020 (Saturday, city offices are closed)
  • Last day to file - August 17, 2020 at 5 p.m.


Candidate Eligibility:


A candidate must:


  • Be a qualified voter that is a United States citizen; *
  • Resided in the territory (district) for the office the person is seeking for six months continuously; *
  • Registered to vote in the territory (district) for the office the person is seeking for six months; *
  • File a petition signed by 50 voters residing in the territory from which the office is elected;*
  • Be 18 years of age or older on the first day of the term to be filled at the election or on the date of appointment;
  • Have not been determined by a final judgment of a court exercising probate jurisdiction to be: (A) totally mentally incapacitated; or (B) partially mentally incapacitated without the right to vote;
  • Have not been convicted of a felony from which the person has not been pardoned or otherwise released;
  • Resided continuously in the state for twelve months.
