Mari Spivey Willis was elected to serve on the Odessa City Council as representative of District 5 in November of 2018, and is serving her first term as City Councilmember. Mari was born and raised in Odessa, TX and believes that to whom much is given, much is required. She is humbled by the opportunity to give back to the City of Odessa, by serving the citizens of Odessa. Mari is the daughter of longtime residents (deceased) Haskell and Myrtle Lee Spivey.
Mari believes that Odessa is a great place to live and raise a family and is proud to call Odessa home and to represent it wherever she goes. She is committed to serve the citizens of Odessa by being transparent and making sure that she is accessible to them. She also is committed to making sound decisions for the City, with all citizens in mind, while maintaining a true sense of fiscal responsibility.
Education & Employment
Mari graduated from Ector High School. She graduated from the University of Houston with a Bachelor's degree in Business Technology and from the University of Texas Permian Basin with a Master's degree in Education.
She is retired educator with ECISD. Prior to ECISD, she was employed as Director of Billing and Collection for the City of Odessa.
Mari is an active member of the Odessa community serving or having served on several boards and in a number of organizations including:

Mari and her husband, Kirk, have been married for over 36 years. They have two daughters, Mariah Willis Strong and Alisha Slider, a son-in-loves, LaDarius Slider and Christopher Strong. They are the proud grandparents of two granddaughters, Nyla Simone Slider and Era Strong.
Mari is also the proud sister of Justice of the Peace, Precinct 4 Judge Eddy Spivey.
