It is illegal for owners to leave their dogs outside and unattended by use of a restraint unless the dog is provided adequate shelter from "inclement weather," which includes rain, hail, sleet, snow, high winds, extreme low temperatures, or extreme high temperatures and they must have an open area to avoid standing water and exposure to excessive animal waste.
The restraint cannot be a chain, have weights attached, be attached to an improper collar or harness or be shorter in length than 10 feet or five times the length of the dog, as measured from the tip of the dog's nose to the base of the tail. dog collars must be made of "material specifically designed to be placed around the neck of the dog."
