Mission Statement

The Parks and Recreation Department is responsible for creating and maintaining a system of parks and recreational facilities dedicated to providing quality services to improve the quality of life for the citizens of Odessa.

The Recreation Division is responsible for offering various training classes and activities. The department also works with local recreation associations providing various sports programs.



Ratliff Ranch Golf LinksRatliff Ranch

Parks and Recreation Department oversees Ratliff Ranch Golf Course. Ratliff Ranch offers a Scottish style links course with rolling hills and unique elevation changes. Situated on 125 acres, Ratliff Ranch offers enjoyable golf combined with beautiful views of the surrounding West Texas plains. Offering 4 different sets of tees ranging from 4,914 to 6,957 feet long, golfers of all abilities will be able to enjoy this West Texas gem.

Park Hours

Article 1-13-3(b): It shall be unlawful for any person or group to be in any public park between the hours of 11 pm and 6 am. Moreover, it shall be unlawful for any person or group to have any motorized vehicle in any public park during hours in which such parks are closed to public use. Such curfew and restrictions shall apply to the park area proper and any parking lot of the park adjacent to park grounds.

Drone use Policy

Persons wishing to use drones on park property must adhere to the following guidelines:

  1. You must be registered with the Federal Aviation Administration (FAA) and observe all regulations as administered by the FAA.
  2. Pictures or videos of park property with the intent to advertise, market, or distribute must be approved by the City of Odessa Parks and Recreation Department.
  3. You must email Max Reyes, and state the date you wish to fly, the purpose of the flight, which park you will be flying at, and what times the flight is scheduled to start and end.
  4. You must not interfere with any individual engaged in the act of flying a kite. You must maintain a safe distance so as to not become entangled with the kite or line.

Metal Detector Policy

Metal detector use on park property is prohibited unless it is being used for the recovery of personal effects lying on the surface of the park. 

Any digging on park property is strictly prohibited.
