Coronavirus Updates

Planning and Zoning Commission and Zoning Board of Adjustment meetings continue their regular schedule virtually through Webex. Please refer to the  City Calendar for meeting details and login information.

City Hall is open to visitors for submission of plats from 8 AM to 4 PM. Please be aware that there is a limit of 15 visitors in the building, so delays should be expected. Submissions via mail are still being accepted.

About the Planning Division

The Planning Division is responsible for coordinating the comprehensive planning activities of the city, administering the subdivision regulations, and coordinating the pre‐development phase of the development of private property. The Division also prepares cases for the Planning and Zoning Commission and the Zoning Board of Adjustment.

Zoning

Zoning is the mechanism used to ensure that land uses in Odessa are properly related and located. The City Council is responsible for determining the appropriate district to apply to each parcel of land according to the guidelines of the City of Odessa Comprehensive Plan. If a zone change is required after discussing it with the Planning staff, an application with a fee must be submitted to the department. The property owner's consent is needed, and the process of rezoning could take from six to eight weeks.

Land Development

The City of Odessa Subdivision Ordinance governs the platting process within the City Limits and its Extraterritorial Jurisdiction. Final Plats, Preliminary Plats, Short Form Plats and Replats are reviewed by City Staff as well as partner agencies for completeness. Their recommendations are then forwarded to the Planning and Zoning Commission for final approval. On occasion miniscule changes can be addressed administratively.

Zoning Modifications

A property owner may petition the Zoning Board of Adjustments for a special exception or certain variances to the provisions of the Zoning Ordinance at a public hearing. In granting any special exception or variance, the Board may prescribe appropriate conditions and safeguards in conformity with the Ordinance.

Pre-Development Conference

Pre-Development Conferences can be scheduled through the Planning Division and can generally take 45 minutes to an hour. The Pre-Development Conferences allows applicants the opportunity to learn more about city processes and procedures in the development of site-specific projects.
