Attention: Residential alley dumpsters will be serviced 1x a week and commercial customers may have delays until further notice.
The Solid Waste Department is dedicated to providing the best service available and Staff is working diligently to ensure that over 2,800 Commercial accounts and 12,000 residential containers are serviced at least twice a week with just a fleet of 28 garbage vehicles. Cities across Texas are all having the same issues with fleet parts and service and with manufacturers getting backed up on orders this is causing longer wait times on parts for our Garbage trucks. Currently, there are 10 refuse vehicles down for various issues bringing our fleet to 18 vehicles. In times such as these, The Solid Waste Division may reduce the pickup times to once-a-week service in residential areas to ensure everyone gets service and to comply with TCEQ Texas Administrative Code TITLE 30 Part 1 CHAPTER 330 SUBCHAPTER C RULE §330.103
(a) Municipal Solid Waste (MSW) containing putrescibles shall be collected a minimum of once weekly to prevent propagation and attraction of vectors and the creation of public health nuisances. Collection should be made more frequently in circumstances where vector breeding or harborage potential is significant.
(The 1x-a-week service refers to regular 3-yard alley containers only and not 96-gallon Toter Curbside Service.)

Residents were excited to be able to drop off their recyclables once again. The Recycling Center, also known as the Time Machine, reopened today (Monday, June 19th) after being shut down for the past month.
The Recycle Center will not accept large loads of cardboard, plastic and other recyclables that come in on 18 wheelers, large moving vans, trucks etc. All large loads must be taken to BRI (BUTTS) recycling in Midland at 26 W. Industrial Loop in Midland. You can also contact them at (432) 687-0088.
The following items can be recycled at the Odessa Recycling Center:
- Cardboard (including food boxes such as cereal boxes) in the Yellow containers (Small Quantities)
- Newspaper in the Blue containers
- Number 1 Plastic (clear water or soda bottles) in the Green containers
- Number 2 Plastic (thick cloudy plastics such as milk jugs or laundry detergent containers in the Green container
Bulk Collection & Drop Off
Routine sweeps are done continuously year-round for illegal dumping and tree trimming to ensure alley right-a-ways are maintained for trash collection and emergency vehicles. Bulk items, trash debris, and tree limbs should never be placed in the alley.
The Solid Waste Department has established a "citizen drop-off" location at our Household Hazardous Waste Facility to combat the illegal dumping going on throughout the city. Citizens residing inside the city limits can bring their bulky items, metal, electronics, and tree limbs FREE of charge. The drop-off center has the same business hours as both the Household Hazardous Waste Facility and Recycle Center 8 am to 12 pm.
