City Receives Platinum Leadership Circle Award from State

The City of Odessa is honored with a Gold Leadership Circle Award from the State Comptroller's office.

The recognition is a result of the City's setting the bar for financial transparency online by opening books to the public, providing citizens with a clear and consistent picture of spending and sharing information in a user friendly format.
The Comptroller of Public Accounts launched the Texas Comptroller Leadership Circle program in December 2009 to recognize local governments across Texas that are striving to meet the high standard for financial transparency online. There are three divisions within the Leadership Circle: Platinum, Gold, Silver and Bronze.

Please visit the Texas Comptroller's website for more information about the Leadership Circle.

2007 - Parks and Recreation

2007 Parks Award

An unattractive land depression created by ancient herds of bison served as a natural drainage area for streets in a highly visible section of Odessa. Under the guidance of the city, civic leaders, organizations, and citizens transformed the area into a vibrant city park. Included in the project is a lighted water fountain that aerates the water in a scenic pond, a fully developed hiking and biking train, new landscaping and an irrigation system to support it, a xeriscape demonstration garden, an array of trees made available through a memorial program, and numerous art sculptures provided by private donations. The indentation in the landscape that was created more than a century ago by herds of bison is now a regional attraction that has aided in economic development, visual landscape enjoyment, and enhanced water management.

The Family Health Project, a novel system that assembles all the pieces of the health care puzzle, has resulted in millions of dollars in savings for the city and employees, a high participation rate, and increased employee satisfaction. There are numerous components of the project—an onsite family health clinic offering free health care; a self-administered benefit claims processing operation; a network of direct contracts with local health care providers; a fitness center; a Family Health and Wellness Center; and the employee health plan document, a constantly changing record that includes all of the city’s philosophy concerning employee health. Odessa is on track to realize more than $2 million in savings since this highly successful project began two years ago.
