Pretreatment
 

 

The employees of the Pretreatment Division conduct inspections of commercial and industrial facilities to ensure that no wastes are discharged which will interfere with the operation of the wastewater collection system or wastewater treatment plant, cause violations of discharge permits or stream standards, endanger the health of plant personnel, or limit the disposal alternatives for the wastewater treatment plant sludge or effluent. The Pretreatment Division gathers and maintains all of the information required for the Pretreatment Program as established by the Environmental Protection  Agency (EPA) and the Texas Commission on Environmental Quality. A copy of the Sewage Quality Control Ordinance enforced by the Pretreatment Division is posted on the Utilities Department website (Click on the link above or below).

If you are going to establish a new commercial facility which will discharge non-domestic wastes (restaurant, automotive repair shop, car wash, etc.) you will need to complete the Wastewater Discharge Application. (Note: This is a form that you can fill on-line. Please note that this on-line form is large and it may take you a while to download depending on your connection speed.) Assistance in the completion of the application can be obtained by calling the Pretreatment Division at 563-2107. Industrial and groundwater discharge customers must complete a different application which will be provided upon request by calling the Pretreatment Division.

The Pretreatment Division also oversees the Liquid Waste Transportation Program which regulates the disposal of sand trap, grease trap, and septic tank wastes in Ector County and the City of Odessa.

This division works in conjunction with the City's Building Inspection Division to enforce cross connection control regulations. These regulations protect the City's public water supply by requiring installation of backflow prevention assemblies at facilities where there is a potential cross connection between a water source of unknown quality and the City's water supply. This division also ensures that backflow prevention assembly testers meet all state and local requirements.
