Liquid Waste Transportation
The City of Odessa and Ector County
jointly operate the Liquid Waste Transportation
Division. The Division is staffed through the Bob
Derrington Water Reclamation Plant; it was
established to ensure that sand trap, grease trap,
and septic tank wastes generated in the City of
Odessa and Ector County are properly manifested and
taken to a disposal site authorized by the
Texas Commission on Environmental Quality. The
majority of the costs associated with this program
is generated through payment of a manifest fee in
the amount of $0.01 per gallon of waste taken for
disposal.
All
liquid waste transporters of sand trap, grease trap,
and septic tank waste in Ector County and the City
of Odessa must register with the City of Odessa
Liquid Waste Transportation Division and comply with
state and local regulations. Generators of these
wastes must ensure that wastes which are taken
offsite for disposal by a transporter registered
with the city are manifested and disposed at a state
authorized facility. The generators of the waste
must also maintain a copy of the manifest.
