Recycling
In partnership with Permian Basin Recycling, the Solid Waste Division has increased the ability to process cardboard, newspaper, and plastics for recycling purposes.
The baling equipment was moved to an existing building at the Solid Waste Management
facility to allow an increase in volume and to provide a more efficient and better working environment for the Permian Basin and the City of Odessa. Additional benefits of these changes include allowing the Time Machine to focus on drop-off activity from
citizens, and allowing the operation to be cleaner and neater at the facility while increasing the volume of work. In cooperation with Keep Odessa Beautiful (KOB) and Odessa Wal-Marts; new recycle collection points for cardboard and plastics have been added at John Ben Shepperd Parkway and West Loop 338 shopping centers.
Mosquito Control
One of the duties of Solid Waste Division is mosquito, or vector control. A state certified technician oversees the regulation, application, and prevention of mosquito control equipment and chemicals.
Household Hazardous Waste Facility
Located at 814 W. 42nd St. next to the Time Machine. Hours of operation are Tuesday through Friday, 1:00 p.m. – 5:00 p.m. and Saturday from 9:00 a.m. – 3:00 p.m. Household Hazardous Waste facility can accept the following items during these hours:

- Household paints
- Household cleaning products
- Pesticides
- Fertilizers
- Household batteries (rechargeable and dry cell)
- Car batteries
- Motor oil
- Motor oil filters
- Antifreeze
- Computers, monitors, and keyboards
The Household Hazardous Waste Facility is strictly for residential use. Information for commercial disposal can be provided through the HHW director at 368-3547.
Tree Limb and Composting
Hours at HHW allow residents to bring their tree limbs, brush and grass to the facility for proper disposal / mulching. Recycle of the finished product is available at the compost demonstration area.
Waste Facility
Ongoing activities in the Solid Waste Division include training and certification of supervisors and operators in all aspects of Solid Waste recycle, collection and disposal. Ongoing replacement and refurbishment is necessary to maintain approximately 15,000 containers and compactors. Bulk item pickup includes residential, apartment complexes, and neighborhood cleanups.
