Street Improvements

The City of Odessa is planning two projects to repave 8th Street, between Grant Avenue and Dixie Boulevard, and then Dixie Boulevard to Grandview.  These projects were scheduled to avoid conflict with the holiday shopping season.  The purpose of these projects is to replace the pavement on 8th Street, which is past its design life, install accessibility ramps in accordance with ADA (Americans with Disabilities Act) requirements, replace damaged curbs and gutters, and replace or repair existing sidewalks adjacent to the work zones.
Traffic control will be provided in order to allow access to the businesses located
along this section of 8th street.
The construction will be divided into phases in order to minimize the disruption to
traffic and businesses.
It is estimated that total construction time will be approximately 3 months for each
project, and all work should be complete by late summer.
The reconstruction of 8th Street is a continuation of the City of Odessa’s Capital Improvement Program to upgrade and improve infrastructure throughout the city.
Traffic is urged to heed all warning signs and directions during the construction period.  The City of Odessa appreciates your cooperation and patience.

Solid Waste Division News

Recycling – In partnership with Permian Basin Recycling, the Solid Waste Division has recently increased the ability to process cardboard and newspapers for recycling purposes.  The baling equipment has been moved to an existing building at the Solid Waste Management facility to allow an increase in volume and to provide a more efficient and better working environment for Permian Basin and City of Odessa personnel and machinery.  Additional benefits of these changes include allowing the Time Machine to focus on drop-off activity from citizens, and allowing the operation to be cleaner and neater at that facility while increasing the volume of work.  In addition, this sets the groundwork for additional recycling projects in the future.

To enhance the Odessa Recycle Time Machine, a new mural at the Odessa Recycle Time Machine was completed in late summer.  Along with the compost demonstration garden, maintained by the Master Gardeners, the entire recycling area has been rejuvenated.

Mosquito Control - One of the duties of the Solid Waste Division is mosquito, or vector control, as it is known.  The Solid Waste Division has doubled treatment capabilities and preventive activity in this area over the last two years.  Additional spraying machines and applicators have been purchased and the increased use of larvacide is helping to control the mosquito population.  An additional employee has now been trained and certified to use the equipment and to work in the area of mosquito control.

Household Hazardous Waste Facility, located next door to the Odessa Recycle Time Machine, has expanded its hours of operations to Tuesday through Friday, 1:00 – 5:00 pm and is now open Saturdays from 9:00 am – 3:00 pm.  Household Hazardous Waste facility can accept the following items during these hours:
Latex Paint
Oil Filters ($1 disposal fee)
Oil (non-contaminated) Limit 5 gallons per visit
Batteries
Antifreeze (non-contaminated)
Auto fluids (non-leaking and identifiable)
Pesticides/Fertilizers (non-leaking and identifiable)
Household cleaning products (all types)

Waste Facility

The expanded hours at the Household Hazardous Waste facility will allow City of Odessa residents to bring tree limbs and brush from their property through the facility for proper disposal and mulching.
Ongoing activities in the Solid Waste Division include training and certification of supervisors and operators in all aspects of solid waste collection and disposal, and the change out of approximately 1000 containers a year throughout the city.  With more than 14,000 containers, it is necessary to maintain this rate to provide proper replacement schedule for the containers.
