Planning and Zoning

Marwan Khoury PhotoThe Planning and Development Department is responsible for monitoring and enforcing ordinances, zoning ordinances, subdivision regulations and the City of Odessa Comprehensive Plan. The department also prepares cases for the Planning and Zoning Commission and the Zoning Board of Adjustment. The department is located on the third floor of City Hall, 411 W. 8th., and can be reached at (432) 335-3211.

REZONING  

Zoning is the mechanism used to ensure that land uses in Odessa are properly related and located. The City Council is responsible for determining the appropriate district to apply to each parcel of land according to the guidelines of the City of Odessa Comprehensive Plan. If a zone change is required after discussing it with the Planning staff, an application with a fee ($200-$400, based on tract size) must be submitted to the department. The property owner's consent is needed and the process of rezoning could take from six to eight weeks.
