When the City of Odessa joined the National Flood Insurance Program (NFIP), it agreed to adopt and enforce minimum floodplain management standards for participation. The floodplain management requirements within the Special Flood Hazard Area (SFHA) are designed to prevent new development from increasing the flood threat and to protect new and existing buildings from anticipated flood events. The City requires permits for all development in the SFHA and ensures construction materials and methods used will minimize future flood damage. Permit files must contain documentation to substantiate how buildings were actually constructed.

DO YOU LIVE IN A FLOOD ZONE?

The United States Government has mapped the areas defined as "Flood Zones" and your home or business may now be within one of these zones! If your property is located in one of these zones, and there is a mortgage on it, your lender may notify you of your obligation to get the appropriate insurance coverage. To find out if your property is in a Special Flood Hazard Area, call your lender or the Engineering Division at (432) 335-3242.

FLOOD FACTS

  • 90% of damage caused by natural disasters is from flooding.
  • There is a 26% greater chance of properties in a SFHA being damaged by flood than by fire during the life of a 30 year mortgage.
  • More than 1/3 of all flood losses occur outside of SFHAs.

  • Approximately 15% of properties in the US are in a SFHA and 75% of those are not insured for flood.

  • During the last two years, more than 90% of flooded residential and commercial properties were not insured for flood.
