The primary objective of the Community Development Block Grant Program is to develop and revitalize communities by providing decent housing, a suitable living environment, expanding economic opportunities and human services for persons of
low and moderate income. The Community Development Department is responsible for the Community Development Block Grant (CDBG) and HOME Investment Partnership Program funds. These Funds are provided to the City of Odessa by the U.S. Department of Housing and Urban Development as part of its efforts to assist cities in revitalizing their communities and to assist low income citizens. CDBG funds have been utilized since 1975 to accomplish street improvements, park improvements, community centers, educational services, health services, housing repair assistance, homebuyer assistance, Tenant Based Rental Assistance, code enforcement and demolition.
