Dr. James B. Goates was elected to Council District Two in May 2004. He previously served the Odessa City Council from May 1990 through May 1996.
Councilman Goates was born in Ft. Worth and graduated from Permian High School. He graduated from Baylor University in 1973 and from Baylor College of Dentistry in 1976. He has a private practice in Odessa since August 1976.
Councilman Goates loves serving his community. He belongs to the Odessa Country Club, Baylor Development Council and Pillars Club of United Way. He served the Odessa Chamber of Commerce as Chairman from 2000 - 2001, the United Way of Odessa, President of
the Odessa YMCA, President of Odessa Boys and Girls Club and President of the Odessa Housing Finance Corporation, just to name a few. He also is involved in his profession as a member of the American Dental Association, Texas Dental Association and the Permian
Basin District Dental Society.
