The Community Development Department's goal is to develop and revitalize communities by providing decent housing, a suitable living environment, expanding economic opportunities and human services for persons of low and moderate income.
The Community Development Department is comprised of the following divisions:
• Neighborhood Services
• Housing Rehabilitation Services
• Homebuyer Assistance Program
• Work Force Housing-Mixed Income Housing Development
The Community Development Department is also responsible for the use of Community Development Block Grant (CDBG) and HOME Investment Partnership Program funds. These funds are provided by the U.S. Department of Housing and Urban Development to assist multiple departments in providing Odessans with services that keep our City in working order and a great place to reside. City departments and local organizations that have applied and received HUD funding in the past include:
• Public Works
• Meals-On-Wheels
• Parks and Recreation
• Permian Basin Community Centers
