A native Odessan, Norma Grimaldo was appointed City Secretary in August 1998 by the Odessa City Council, and served in the City Secretary's office prior her appointment. Norma started with the City of Odessa in 1991 and enjoys serving the City of Odessa and the citizens.
Norma serves as a liaison between citizens and the Mayor and City Council. The City Secretary attends all Council meetings and prepares the agenda. She oversees the municipal elections, boards and commissions and the Records Management Program. Permanent documents are preserved by the City Secretary.

Norma attended Odessa College and earned a Bachelor of Business Administration Degree from the University of Texas of the Permian Basin. Norma received her certification as a Texas Registered Municipal Clerk through the Texas Municipal Clerks Association (TMCA) at the University of North Texas in 2001. In January 2011, she received her designation in Certified Municipal Clerk through the International Institute of Municipal Clerks. Norma served on the Texas Municipal League, representing The Texas Municipal Clerks for a two-year term. She served on the Texas Municipal Clerks Association (TMCA) Board as a trustee, from 2004-2008. She also served as Treasurer, Secretary, Vice President and President-Elect. She was nominated as Municipal Clerk of the Year by the TMCA West Texas Chapter on two different occasions. Currently, she is President for the TMCA Association, an organization of over 900 members. She is treasurer of Blackshear PTA. She and Tomas, her husband, have two children, Marc and Evette.
