Odessa Police Charge Woman in Connection to Child Endangerment Investigation
Odessa Police charged Roshenda Denise Powell, date of birth 12/21/1980, on 2-5-18 with Endangering a Child “State Jail Felony”. On 1-29-18, Odessa Police responded to 2nd and Dixie in reference to a medical call. Medics advised that they observed a female subject, identified as Powell, walking in the street and pulling a 10-year-old female.
The child was waiving at the ambulance frantically to stop. When medics attempted to separate both subjects, Powell became combative and would not let medics near the 10-year-old female. Powell had the 10-year-old female pinned against the wall of a business located in the 1300 block of East 2nd Street.
Investigation revealed that Powell had been watching the 10-year-old female at a nearby residence. At approximately 0330 hours, Powell woke the child up and drug her out of bed. Powell then held onto the child’s wrists and pulled her down the street. The child was wearing a short sleeved shirt and was barefoot while it was 37 degrees outside.
Powell was intoxicated on a substance other than alcohol and was transported to Medical Center Hospital for medical treatment. CPS was notified and the child was released to a family member. Based on the facts and circumstances presented during the investigation, Odessa Police obtained a warrant for Powell.
Man Arrested after Assaulting Girlfriend & Endangering 3-Month-Old Child
Odessa Police arrested Domonick McGee, date of birth 05/11/1997, on 2-3-18 at approximately 2144 hours for Abandoning or Endangering a Child “State Jail Felony”, Assault Causing Bodily Injury (Family Violence) “Class A Misdemeanor”, and Criminal Mischief “Class A Misdemeanor”.
Officers responded to 4675 Oakwood (Fairgreen Apartments) in reference to a domestic disturbance. Upon arrival, officers made contact with a 19-year-old female and her boyfriend, identified as McGee. Investigation revealed that after both subjects got into an argument, McGee prevented his girlfriend from walking out the front door.
McGee later ran up to her and grabbed the car seat with their 3-month-old son inside of it. McGee then jerked the car seat and swung it around, placing the infant in immediate danger of serious bodily injury. After McGee attempted to choke his girlfriend, she ran to an apartment nearby and asked them to call police.
As the girlfriend waited outside for police to arrive, McGee struck her in the back of the head with a closed fist, causing bodily injury. McGee then used a knife to scratch his girlfriend’s vehicle and attempted to stab the tires. McGee was charged and arrested accordingly and transported to the Ector County Law Enforcement Center.
Odessa Police Make Arrest in Connection to Child Endangerment Investigation
Odessa Police arrested Norma Michelle Minjarez, date of birth 11/10/1972, on 2-5-18 at approximately 1721 hours for Endangering a Child “State Jail Felony”. While an off-duty OPD officer was at the Albertsons located at 2751 North County Road West, they observed a black Dodge Challenger parked in the fire lane with the engine running.
Officers further observed two children, later identified as a 2-year-old female and 5-year-old female, inside of the vehicle without adult supervision. Investigation revealed that the mother, identified as Minjarez, left the vehicle unattended for approximately 7 minutes. Minjarez was charged and arrested accordingly.
